Grant Agreement
Several items must be agreed upon before a grant agreement can be prepared.
Scope of Work
Scope of Work is a description of the specific work to be performed under the grant agreement in order to complete the project.
It is not the same as the project summary, but provides more detail and is typically broken down into specific activities.
The Scope of Work is developed by the Division after the project is funded and will become a part of the Grant Agreement.
Both the grant recipient and the Division must agree to the Scope of Work.
Deliverables
Deliverables are the quantifiable goods or services that must be provided in order to receive payment. They are directly related to the scope of work.
Deliverables should be something that can be achieved prior to the payment request. Use performance measures that will show the deliverables have been met.
Deliverables are developed by the Division after the project is funded and will become a part of the grant agreement. The Division and the grant recipient must agree upon the deliverables.
Financial consequences
The Division is required to specify financial consequences if your organization fails to perform all tasks outlined in the Scope of Work and/or fails to meet the deliverables outlined in the grant agreement.
Financial consequences are tied to deliverables and each payment.

Monitoring
LSTA funds must be administered according to federal regulations. These regulations require the Division and all grant recipients to follow Institute of Museum and Library Services and other federally mandated guidelines in the spending of federal dollars and in the implementation of programs.
Monitoring provides the opportunity for Division staff to assist agencies in carrying out their projects, to verify that projects are being implemented as proposed and to help identify and support areas of improvement.
Monitoring is conducted through on-site visits, as well as written and verbal communications.
