Agency rulemaking is governed by Chapter 120, Florida Statutes, the Administrative Procedures Act. Rules are published in the Florida Administrative Code. The program is also responsible for publishing the Florida Administrative Register.

The office also tracks and assesses the impact of legislation effecting the department. The unit also assists in solving constituent issues for legislative and government offices across the state.
