The primary responsibility for this position is management and oversight of the Wyoming Arts Council. The position has supervisory responsibility for the entire arts council staff and is responsible for providing regular public outreach. The position is responsible for the administration of the arts council’s budget and management and oversight of the arts council grant programs.

- Directs the management of Wyoming Arts Council programs and activities, including working with the Wyoming Arts Council Board.
- Ensure the arts council is operational and is actively providing constituents with a high level of customer service.
- Identify and address the needs of individual artists, arts organizations, and arts education entities, and determine how a state arts program can play a role in addressing those needs.
- Ensure that all grant activities and outreach are accomplished appropriately and according to all the State policies.
- Works with constituents, staff, and board members to identify and develop partnerships as appropriate with programs and organizations to further the goals and mission of the arts council.
- Work with a Governor-appointed board of directors, arrange manage, and direct board meetings, and ensure the board follows rules of order and all other appropriate State guidance and policies.
- Schedule and conduct regular arts council board meetings and ensure regular communication with the board members throughout the year.
- Develop and ensure compliance with the arts council's strategic plan and mission.
- Provide leadership to both employees and arts council board members.
- Develop a vision for the arts council and proactively manage the program according to that vision by using best practices in arts-related fields and by staying current on changes and trends within arts disciplines and programs both regionally and nationally.
- Formulate policy and translate it into goals and objectives, comply with all departmental policies, and state and federal requirements, and meet timelines.
- Work well with other branches of government, the Administration of the Department of State Parks and Cultural Resources, Legislators, and Statewide elected officials.
- Work with a broad range of constituents throughout the state and with colleagues at regional and national levels on boards and committees.
- Direct the arts council staff in the effective performance of their job duties through conducting personnel actions as necessary and meeting with staff regularly to discuss issues, set goals, monitor progress, and accomplish arts council strategic plan goals and mission.
- Provide effective personnel management and leadership to the employees on a regular basis.
- Ensure employees are proactive in understanding and staying current regarding changes in arts-related fields and trends within arts disciplines both regionally and nationally.
- Closely monitor that all expenditures are appropriate and important for meeting the overall vision and mission of the arts council, including; any and all travel requests, all expenditures of grant funds, and grant reporting requirements.
- Ensure budgeted funds are spent according to the priorities of the program.
- Continually assess budget needs to develop and implement necessary adjustments to the budget.
- Identify specific tasks and sets specific goals to ensure proper information is distributed regarding the value of the arts in Wyoming.
- Ensure that viable marketing strategies and associated media/materials, such as newsletters, public service announcements, and social media are used to best effect for the purpose of providing information on the arts in Wyoming.
- Ensure annual events and meetings that further the arts in Wyoming are adequately planned for and successfully carried out.
Preference may be given to applicants with a Master's degree or equivalent experience in an arts-related field of study with experience in supervision, budget management, and public outreach.
- Highly developed oral, written, and interpersonal communication skills and the ability to apply these skills to a broad constituency, including but not limited to; public presentations, training, and workshops.
- Knowledge of state, regional, and national policy issues, and how these affect programs at the state and community levels.
- In-depth knowledge of various art disciplines including theatre, dance, music, literature, folk arts, and visual arts.
- Ability to formulate, organize and direct discipline programs, office operations, and long-range planning.
- Ability to work well with other government branches, the Department of State Parks and Cultural Resources Administration, Legislators, and Statewide elected officials.
- Ability to work with a broad range of constituents throughout the state and with colleagues at regional and national levels on boards and committees.
- Skill and ability to formulate policy and translate it into goals and objectives, comply with all departmental policies, and state and federal requirements, and meet timelines;
- State and federal administrative and fiscal procedures, budget management, and grants management practices.
- Knowledge and skill in personnel management; ability to provide leadership to employees, and the ability to establish and monitor staff work priorities and resolve conflicts between and among employees.
- Ability to work with a Governor-appointed board of directors.
- Ability to arrange manage and direct board meetings. Experience in following rules of order.
- Ability to identify and address the needs of individual artists, arts organizations, and arts education entities, and determine how a state arts program can play a role in addressing those needs.
- Skill in program development, policy development, fiscal management, needs assessment, research, evaluation, and analysis of complex issues.
- Ability to work within a busy environment and manage competing priorities.
- Ability to prioritize using independent judgment and to work with constant interruptions and changing schedules.
